The State of Kansas is responsible for filing 1042-S forms with the IRS for any foreign person’s U.S.-earned income subject to withholding. The majority of these individuals are paid by the state’s public universities, which each have their own finance systems separate from the state’s central PeopleSoft systems. For years, since PeopleSoft Financials does not deliver functionality to produce 1042-S forms, the universities submitted paper records to the central state accounting office and these were entered into an Access database which generated the IRS forms.
